my first idea is peter de Jong's and Insoo's
"Interviewer Skills Rating Form" in: De Jong, P., Berg, I. K. (1998). Instructor's Resource Manual for Interviewing for Solutions. Pacific Grove: Brooks/Cole
which is a rather long catalogue of criteria from which you could let some people in the organisation chose, which could be crucial in finding out differences in sf skills.
